Under the newly issued BIR Revenue Memorandum Circular (RMC) No. 98-2026, an ESP is defined as a juridical entity organized in the Philippines that provides e-invoicing, sales reporting, integration, validation, transmission, storage, preservation, retrieval, reconciliation, migration, and audit-support services to taxpayers. The BIR Mandate (RMC No. 98-2026) The implementation of Qtech's ESP Utility directly responds to BIR RMC 98-2026, which mandates covered taxpayers to issue electronic invoices and comply with the circular's provisions on or before December 31, 2026. This compliance mandate covers:

Seamless Integration through Qtech's API The RMC dictates that a valid electronic invoice must be generated in a structured electronic format and its data must be capable of being electronically extracted, processed, and transmitted to the Bureau for electronic sales reporting purposes.
