Qtech Utility Billing and Collection System Overview
Qtech’s Utility Billing and Collection System (qUBS) is a powerful web-based platform built to simplify and automate water utility operations. Designed for efficiency, it streamlines meter reading, billing, and collection while ensuring accuracy across subscriber records, ledgers, and payment tracking.
Leveraging modern technology, qUBS enables field workers to capture meter readings via mobile devices, with data seamlessly synced to central servers—eliminating manual entry errors. Administrators can easily manage workflows such as new service connections, disconnections, reconnections, and meter data imports.
The system also delivers robust reporting tools, generating essential documents like collection summaries, disconnection lists, and detailed consumption reports to support smarter decision-making. Meter readers may use either the web application or the mobile app, which includes geo-location features. Billing statements or invoices can even be printed onsite, provided the system is registered as a BIR-CAS compliant component—making qUBS a fully integrated “read-and-bill” solution.
Beyond billing, Qtech also offers BIR-CAS compliant accounting software, ensuring end-to-end compliance. With the latest qUBS version, consumers gain access to a self-service portal where they can monitor water usage and view their statements of account.
Finally, qUBS integrates seamlessly with qHOME, Qtech’s homeowners association management system, extending its capabilities to cover dues collection and HOA-related operations—making it a holistic solution for both utilities and community management.
